CCA discussion paper consultation 

The strategic review of the whole of Australian government single seller arrangements established the need for a suitability assessment framework that provides clear and transparent eligibility.

To help shape the principles for establishing seller eligibility under future coordinated contracting arrangements (CCAs), also known as single seller arrangements (SSAs), the Digital Transformation Agency (DTA) has developed a discussion paper for consultation. 

The DTA is seeking input from a wide range of stakeholders, including:

  • buyers
  • sellers
  • the Australian technology sector
  • the community and general public.

Your submissions will help inform this framework and ensure it is fit-for-purpose, including:

  • understanding needs and barriers in commercial relationships
  • achieving broader benefits for the Australian economy
  • driving digital transformation at scale through strategic innovations.

Submission overview

Submissions open Tuesday 2 June 2026 at 9:00 am (AEST) and close Tuesday 16 June 2026 at 5:00 pm (AEST). Submissions received after this time will not be considered. 

All topics and questions are optional, and there are no right or wrong responses. Your submission options include direct entry, uploading your own file (pdf, docx, odt, or equivalent), or a combination of both.

You can save and return to your feedback. To do this, select Save Draft and you will be sent an email to the email address supplied with a unique link to continue your feedback.

Proposals should remain within the scope of existing legislative settings, including the Commonwealth Procurement Rules (CPRs).

Respondents should not use this process to pitch products or services or to request a CCA.

Privacy collection notice

The Digital Transformation Agency (DTA) is collecting information through this consultation to help inform the development of a suitability assessment framework for coordinated contracting arrangements.

What we collect

To support data integrity and ensure responses are verifiable, this consultation requires your name, organisation, and email address. These details will be used to validate responses and are not linked to published outputs.

The survey questions are not seeking, or requesting, any personal or identifying information about individuals, and respondents are strongly discouraged from doing so within their survey responses or any uploaded documents. Where such information is inadvertently provided, it will be handled with the same protections that apply to the rest of the information collected through this consultation.

How we use it

Information provided will be used for policy development and planning purposes only. The DTA may also use submission content in anonymous and aggregated form for policy analysis and framework development. If you request it, a summary of consultation outcomes may be sent to your nominated email address at the conclusion of the submission period.

Who we share it with

Individual submissions and identifying information will not be disclosed outside the DTA except where required or authorised by law, including under the Freedom of Information Act 1982 (Cth), or where necessary to fulfil the DTA's policy functions and operations, including in support of the Minister.

Retention

Personal information collected through this consultation will be retained in accordance with the DTA's records management obligations.

The DTA is bound by the Privacy Act 1988 (Cth) and the Australian Privacy Principles, and takes its obligations seriously — all information is handled securely and in accordance with the law. The DTA's Privacy Policy explains how personal information is handled and protected, how you can request access to or correction of information held about you, and how to make a privacy enquiry or complaint.

Right to decline certain material

The DTA reserves the right to decline consideration of any submission, or part of a submission, that contains:

  • offensive language
  • potentially defamatory material
  • promotional, marketing material
  • unnecessary personal or identifying information (outside contact details)
  • copyright-infringing material.
