Digital Investment Plan (DIP) Guidebook

The Digital Investment Plan (DIP) Guidebook supports Australian Government agencies to prepare their DIP in line with the key requirements outlined in the DIP policy and the six minimum standards defined in this guidebook.

The guidebook is not a template, but a flexible planning resource. Agencies can adapt the format, language, and level of detail to align with existing planning processes and documents. It is intended to support meaningful strategic thinking while ensuring the six minimum standards are addressed. 

The guidebook is supported by a detailed policy, which sets out the key requirements agencies must meet when developing their DIP.

The guidebook provides practical guidance on how to meet those requirements. It is intended to support, not replace, the DIP Policy. Agencies should refer to the policy for compliance obligations.

What this guidebook covers

  • Purpose

    Describes how to meet the six minimum standards expected in every DIP.
  • How to use

    Provides flexible guidance and optional prompts. Agencies may adapt structure and language to fit their context.
  • Audience

    For digital and ICT teams, agency executives, and senior responsible officers involved in DIP development and approval.

Flexibility in application

While all six components must be addressed, agencies have flexibility in how they present their DIP. The format, structure and the level of detail can be adapted to align with internal planning processes or artefacts.

The DIP guidebook is intended to support meaningful strategic planning, not to prescribe a standard template.
