Lessons for digital leaders

The DTA engages across the digital project lifecycle to support, advise and coordinate the Australian Government’s digital and ICT-enabled investments. This report forms part of the Digital Transformation Agency’s research series and draws on lessons identified through the review of closed government digital projects and programs. 

This edition of the research series draws on three years of lessons-learned from project closure reports, enriched with Senior Responsible Officials (SRO) perspectives to deliver practical advice on how to bring these lessons to life. The report’s purpose is to prioritise and distil key lessons to yield actionable insights that can strengthen future delivery, support better leadership decisions, and improve the success of digital and ICT-enabled investments in government. 

Specifically, this publication aims to:

• capture and analyse the lived experiences encountered by digital projects and programs, as captured by those directly involved with the projects
• informed by those lessons, offer practical, actionable insights that SROs can adopt and apply to strengthen current delivery momentum
• build SRO and delivery team capability by deepening their understanding of how to navigate recurring delivery challenges. 

The primary audience for this guidance is: 

• SROs who are accountable for the success of major digital projects 
• project Management Offices that support SROs and their project delivery teams 
• agency leaders involved in digital projects and their success
• independent assurance providers engaged by agencies

Across the report, key lessons and relevant actionable insights are grouped by themes. Each lesson theme is structured to help readers understand why the theme matters, what key lessons have been distilled from closure-report evidence, real-life learnings from projects to highlight the lesson, and actionable insights to proactively address challenges identified through those lessons.

Capturing and applying lessons learned is an important part of improving digital delivery across government. This supports continuous improvement by helping agencies reinforce the practices that contribute to successful outcomes, while strengthening knowledge sharing across the Australian Public Service (APS) and fostering a culture of accountability and shared learning.

Some practical examples of when you may refer to this report are: 

• during project initiation with a newly appointed SRO
• inducting a new SRO to an existing project 
• resetting a distressed project
• responding to assurance recommendations 
• ahead of major investment and procurement decisions
• entering into negotiations with suppliers 
• when closing a project and transitioning to operations

Project closure reports from the Australian Government’s major digital projects capture valuable delivery experience. However, there is currently no consistent way to view or access cross-agency lessons to benefit across the portfolio of digital projects. Through the DTA’s visibility of digital projects across government, it became clear that what was needed was not simply a repository of lessons or closure reports, but a structured analysis that synthesises recurring themes to make insights easier to understand and apply.

A key challenge of this work is that lessons in closure reports are often captured in unstructured ways and are closely linked to the context of their individual programs and organisations, with limited synthesis into actionable insights. They are frequently framed as retrospective commentary on individual projects, rather than as forward-looking guidance that can inform future delivery. As a result, aggregate analysis of recurring themes across digital projects at a whole-of-government level has been limited.

This report is intended to help address that gap. Drawing on evidence from multiple project closure reports across government, it identifies recurring themes and translates them into practical insights that can support sound judgement, informed decision-making and more effective delivery across digital and ICT-enabled investments. It is intended to turn project-level experience into useful evidence and support practical learning across agencies.

Note: The report is based primarily on project closure reports. While these are an important source of evidence, they vary in quality, structure and level of detail. For that reason, the lessons presented here should be read as synthesised themes and practical insights offered to inform future delivery, rather than as definitive advice for specific projects.
 

This report is based on a structured review of lessons identified in project closure reports from a sample analysis of the Australian Government’s most complex and strategically significant digital projects. These lessons reflect actual delivery outcomes from projects that have been implemented in practice.

An initial identified list of 64 closed digital projects and programs across the Australian Government were considered. From the 64, a sample of 30 digital projects were identified for further analysis

Lessons from the 30 selected closed projects and programs were analysed and grouped into recurring themes and common delivery challenges, forming some key lessons within each theme. A second phase of analysis further synthesised these findings to distil the most impactful insights within each theme, which are presented in this report.

This approach was designed to surface system-level insights that could be applied more broadly across government, rather than simply restating lessons from individual projects.

The actionable insights offered were developed by combining this analysis with relevant best-practice guidance and DTA insights, further strengthened by SRO perspectives sharing their real-world delivery experience.
