Major Program Starter Kit
Developed in collaboration with the Bureau of Meteorology, the Major Program Starter Kit provides a collection of templates for key program planning and governance artefacts commonly required to support the successful delivery of major digital programs.
The templates are suitable for Australian Government agencies who are delivering large and complex digital programs – generally Tier 1 digital projects under the Assurance Framework for Digital and ICT Investments.
They may also assist APS agencies that are seeking further guidance on program initiation artefacts.

Please note: Use of the kit is optional. Where templates from the kit are used, agencies must ensure they adapt them to suit the specific needs of their programs. Using templates within the kit does not imply DTA endorsement or approval in any of our processes, including digital investment review processes such as the Digital Capability Assessment Process.
