Agency Overview

  • The Agency Mission should provide a brief introduction of the role and functions of your agency and explain how digital technology underpins service delivery and outcomes.  
  • Define your key digital services and outcomes including services delivered to other agencies.
  • Define how your digital services and outcomes contribute to the Data and Digital Government Strategy (the Strategy).

Current State

  • Provide a list of important existing systems that your agency utilises or provides. This includes the purpose of the system, it’s criticality to core business functions, dependencies, expected end-of-life and planned upgrades or replacements. 

Digital Outlook

  • Draft a vision statement defining key commitments, plans and ambitions across the short, medium and long-term strategic view. Your agency may choose to compose a vision statement that encompasses the entire digital horizon, or you may want to address each strategic view individually.

Planning

  • Design a Digital Roadmap. The Digital Roadmap visualises key initiatives, activities and upgrades across the digital horizon and how they align with business goals or the Strategy.
  • Accompanying the Digital Roadmap, the New Systems and Major Upgrades section should outline critical new systems or major upgrades.  

Enablers 

  • Define the key Enablers that underpin the delivery of your DIP. Key enablers include Workforce, External Assets and Dependencies, Key Vendors and Policies and Frameworks.

Risks

  • Define Operational and Technology Risks that may disrupt the delivery of your DIP. Key risks may include funding, workforce, schedule, dependencies and technology.

When to apply this criterion

Apply Criterion 2 during the Discovery phase to validate initial assumptions made in Criterion 1 (‘Have a clear intent’). Test and validate the service with users as knowledge of the problem grows.

User needs aren’t static. Revisit this criterion across the Service design and delivery process to provide reliable, accessible services to users, when they need them.
